I had that problem with one horn. It turned out to be that everlovin'
rust (corrosion). dismantle and clean and re-assemble.

Check your stoplights. If not working either, then a fuse is blown under the
bonnet. Have you got an air horn?. They are sometimes wired off the existing
horn wiring and take out the fuse!! That fuse also feeds the stop lights!!

Horn might also need replacement - like it did on a '90 that I looked
at. ...it actually worked, but we just couldn't hear it over the
engine!!

I guess if it was the fuse the guy would have failed you on stop lights as well.
Easiest (maybe) to check first is whether you have power getting to the horns themselves. If neither horn is operating then it is likely the problem is further back.
There should be a small relay on the left side of the engine bay. If that is operating when you hit the horn then check the volts in and out on the relay contacts. If the fuse is intact there should be power on at least one terminal at all times.
I could possibly help tomorrow night but am busy tonight. Contact me directly if you still need a hand.
