Snippets from the web...

Certification is also required when a vehicle:

a.. is being re-registered
b.. has been modified in a way that could affect its safe operation
c.. has to meet additional safety requirements following a change of use
(e.g. private car to a taxi).

What if I've modified or rebuilt my vehicle?
Modifications to a vehicle may affect its safety performance to the extent
that it needs to be certified by a specialist Low Volume Vehicle certifier.
The TSD agent will assess whether LVV certification is required. If so, a
LVV certifier will need to inspect the modified vehicle.

Once the LVV certifier is satisfied with the safety performance of the
vehicle, the vehicle returns to the TSD agent for final certification and
the remaining steps for reregistration outlined above.

There will be a charge for LVV certification in addition to the TSD agent's
certification costs.

TSD Agents include AA and VTNZ.

Another useless piece of info I inherited ... when putting a "Style Bar" in
your mx5 you don't need certification, as it's just a pretty thing that has no
use but to look good, but if you get a "Roll Bar" bolted onto the car, you do
need certification at a cost of $350. Information care of my local
certification expert at the Vehicle Testing Station in Rangiora.

LTSA are currently working on new regs for roll bars, these are currently in draft stage and have stirred up a fair bit of opposition - essentially they are looking to ban them from other than competition vehicles, MX5 may be okay with a rear hoop as there is no back seat as long as driver or passengers head could not contact bar in accident
