I assume you mean the frontmost bar?

As per Bill R's advice, I used Ados F2. I did it last weekend, worked well.
And in common MX5 enthusiast obsessive style, I took pictures to write up
the procedure later...

basically I did something like this...

1. Open the soft top half way, and secure it with rope somehow so it doesn't
open any further. This allows you to work on it from the seat, and takes
tension off the roof. This way you won't get glue all over the cross bar,
your head etc. Put lots of paper down etc to stop glue drips
2. The cross bar has a metal flap the clamps the vinyl in place all the way
along. You'll need to bend this out slightly (by hand) and pull out the
vinyl strip totally.
3. get lots of pegs (the spring variety), squeeze the top together on top of
the roof about 20cms from the front and clip it with pegs. This moves the
bit you're trying to glue forward so the bar doesn't get in the way. Pegs
with a large flat pressing surface are better here.
4. use a small artists paintbrush to spread glue on both the top and the
flap (along the previously glued part obviously.
5. Wait 30mins for the glue to dry (depending on what you are using)
6. press the two glued surfaces together from the top and below.
7. Remove the pegs, and transfer them backwards so that you squeeze the
glued surface together. The more pegs the better here so that you put
pressure over the whole length of the glued surface.
8. wait overnight then take the pegs off.
9. Feed the flap back into the metal clamp of the crossbar.
10. Clamp the metal again with a pair of pliers. You may want to put
another but of material etc in between whilst clamping so the pliers don't
damage or cut the vinyl.
11. Close roof
