Took off my spare wheel yesterday and discovered some dreaded brown stuff!

Some of this is rust stain from the spare:

I think it's a bit worse than it looks as some of it's just staining from rust on the edge of the spare wheel rim, and the panel/metal still looks pretty solid from underneath (last pic)
What are my options for dealing to this? I'm tempted to go with masking it off then sanding down the rusted bits, use some rust converter, then prime/paint over it. Is that a good idea though?

I would check under your parcel tray carpet first, it looks like to me your roof rain rail is leaking and needs a new one. I have seen this problem too many times lately.

I didn't make a mistake. I gave you a observation test and you JUST passed.

Yes that is a good idea. I would also give it a good scrub with a wire brush if you have one.

Looks like good stuff. I've used rust converter previously with ok results. Is por 15 better?
The spraystore here in chch is listed as a distributor, so should be able to pick some up
