Looks like a cam seal maybe? goes on the cam behind the cam gear, or for the cas at the other end?

Done both the cam seals from the pack and the cas seal in the past [from Mazda] has always been an o-ring rather than an un-even sided one like this[maybe i should look at that cas-seal again as it might well be it]?

It's not something silly like the oil filler cap seal?

Well, its not the cas-seal & while it is close to the filler-cap seal it doesn't appear to be that![the seal in the cap doesn't want to come out anyway]!
Might just have to ignore it!!

Thermostat o-ring is way smaller & this head set is mx5 specific [B6-ZE 1597cc 1989 on].
Just rang Permaseal gaskets & they seem to indicate its the filler-cap seal!
