Unwanted pop-up headlight action

Hi Guys
Our near side pop up headlight goes into up and down mode all by itself once
we switch the lights off. Very wierd and seems to be getting worse and stays
that way until igntion off. Far side one doesn't move except when supposed
to.

Any ideas

I believe that this is probably a bad earth. Try checking the earthling
point (from memory) under the brake booster.
