Semi sealed kits listed in classifieds,Should be no need to run around with average haedlights,
I run Raybrig's myself,Throw out heaps of light with standard H4 bulbs.

im assuming fully sealed means you can not just replace the bulb, you have to do the hole unit?

They (NA's)all came out with Sealed Beam head lights,Some Halogen some none Halogen,Halogen give better light,Of course when you blow a bulb you need to change the whole head light unit .
Semi Sealed means you can change just the bulbs ,put wanky ones in if you want,Even better light out put,Thats the one thing they do need at night,Better visibility for you and to been seen from other road users being as low as they are.

Possibly even done in Japan,I see semi sealed sets come in quite often from Japan thru work,Got 2 sets of the Raybrig clears and one set of Frosted with cool blue bulbs the other day.

And a HID kit to suit H4's...mmmmm wonder how well they will fit my lights
