There is a service bulletin/recall on the miata net here http://www.miata.net/garage/tsb/index.html and look at EXTERIOR LIGHTING:FOG LIGHTS which is a recall for your model, it may give you an idea of how to get at the bulbs and the its just matter of getting the correct bulb and fitting it.
