Mx5 splitter

Hey im just wondering if a splitter is road legal its not a big splitter but does have struts im thinking of making one but don't want to be sticked thanks this is also a link to the one im making maybe not sticking out as much .

Im going to say probably not legal as its a solid sharp object that will mess up a pedestrian if you hit them

So what I understand from reading that article is that it cannot protrude further than the bumper? So it may allow a 25-35mm-ish splitter as that will not protrude?
